In 2005, the European Commission published the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers. The Charter contains a series of recommendations related to the rights and responsibilities of research staff, as well as those of their employers and/or funders.
The European Commission grants the award of HR Excellence in Research to institutions that apply the Human Resources Strategy for Researchers (HRS4R), observing the standards and guidelines contained in the European Charter for Researchers and the Code of Conduct for Recruitment of Researchers. By implementing the HRS4R, institutions commit to offering favorable working conditions, professional development, mobility and transparent recruitment processes for researchers, thus contributing to the competitiveness of the European Research Area (ERA) and the attractiveness of the scientific system in the EU at a global level. The European Commission promotes institutions that have received recognition in their HR among international organizations and scientists as those that offer researchers the best working and development conditions.
The University of Oviedo achieved this distinction on September 15, 2021.
